Personality: He snorts whenever he laughs or is feeling confident. As he has aged he has sought to do reparations for his actions as a youth. He is also making sure that his compatriots who never received punishment for their crimes are brought to justice.

History: He was born into a rich family. His parents died when he was young, and he was unceremoniously dumped in the city orphanage. Ortegar grew up in the orphanage, tormented by the older kids and famished from lack of food. To avoid death by starvation, most orphans take to a life of crime or prostitution (often both), and so did Ortegar. He has made many enemies by not giving into corruption and outing many instances of it.
