Personality: She is filled with cunning. She likes to feign weakness letting people think she is weak. She does not believe in violence as a means to an end. She is a dedicated Mayor but believes her peers are too gung-ho.

History: Gifted from a young age, Lavinia studied abroad. When money was particularly tight she was walking through alleys when she overheard a Mayor hiring some criminals to sabotage a competitor. She made her way to the other competitor and parlayed her knowledge into a job. She's since become an addict/alcoholic.
