Personality: His voice, at times compared to that of a Nymph, lambasts those who consider themselves "civilized" with snide, belittling remarks; the subtle growl he speaks with growing louder in doing so, one can find it most pronounced, despite the otherwise natural purity of his tone. He is able to make almost anything out of random pieces of junk.

History: Ortegar was born to in a poor docking district. He spent his early days working in the same smith shop his father was employed at, doing general labor. He graduated from the Naval Academy and went to see the world at the rank of Ensign. He advanced relatively quickly due to his good work ethic, understanding of the chain of command, and natural leadership ability. He has drifted from career to career and currently works as a Fortune-teller.
