Description: This petite short man is perpetually holding a chocolate of some kind. He wears a simple burlap shirt and baggy pants. He conceals his nunchaku with his veritable burlap sack of a shirt, marred by chocolates. His white hair is smooth and relatively long. He has a very pronounced jaw and large eyebrows. He wears rectangular glasses with silver brims.

Personality: A grumpy guy he will invite people to lunch so he can critique them. Yet he still seems generally likeable, like a lovable grump. He is however greedy and will demand payment and proof of collateral's value and will produce a merchant's scale to make sure he is not cheated out of a speck.

History: He was born to loving parents in a slum to the south. When money was particularly tight he was walking through alleys when he overheard a Detective hiring some criminals to sabotage a competitor. He made his way to the other competitor and parlayed his knowledge into a job. He was recently attacked on the road and savagely beaten by bandits.

History: Zephan was born with his mother's beautiful face. Since his mother passed away years ago, his father had doted on him, and he came to think her himself as special and better than other people in town. A notion that was reinforced by his attractiveness, a trait in which he easily excels the other men of his town. He has achieved small success as a Mayor.
